The Movement Policy Platform

Three Anchors. One Grenada.

Work. Food. Healthcare.

Grenada's best days are ahead. The Democratic People's Movement has a clear plan built on three anchors: work that pays, food we grow and catch ourselves, and healthcare that reaches every family.

Our goal

A Grenada where every family can work, eat well and get care close to home.

01 Jobs, homes, skills and the North

Work that pays and stays

Our young people should be able to build a life right here at home.

We will help them own their first home, train them for good jobs, cut the cost of power and travel, grow the North and give every child a strong start.

EC$50,000First-home grant for couples under 35
1,000Paid apprenticeships
EC$1,920Yearly savings per home with rooftop solar

First Home Grant

  • EC$35,000 for a single first-time buyer under 35, or EC$50,000 for a couple
  • It is a grant, with nothing to pay back
  • Paid for from existing housing funds, Crown land proceeds and developer contributions, with no new spending

1,000 paid apprenticeships and Grenadians First

  • Earn while you learn through TAMCC and NEWLO
  • CVQ Level 1 and 2 training in construction, electrical work and agro-processing
  • 60% Grenadian labour on public projects by year two

Rooftop solar with no money down

Grenlec installs solar panels on your home at no upfront cost. Grenada's net metering law already allows it. We will restore fair net metering rates through PURC and clear the approvals that have blocked household solar.

  1. Step 1Grenlec installs solar on your roof. You pay nothing upfront.
  2. Step 2You use the power. Extra power sent to the grid pays off the panels.
  3. Step 3Once it is paid off, Grenlec pays you for the extra power.

Households can save up to EC$160 a month. Vulnerable households go first.

Northern Economic ZoneDevelop the North. Connect the people. Grow the economy.

We will unlock the North's potential in fisheries, agriculture, tourism, small business, culture and the blue economy.

  • A Northern Fisheries and Marine Hub for fishing, processing, boat repair and marine services
  • Better fish landing, ice, cold storage and processing facilities
  • A Northern Tourism Corridor linking beaches, heritage, culture, local food, nature and community tourism
  • A Northern Business and Enterprise Centre for registration, financing information, training and technical support
  • Priority for roads, drainage, lighting, internet, water and public facilities
  • Youth apprenticeships and jobs in fisheries, agriculture, construction, mechanics, hospitality, marine services and technology
  • Hotels, restaurants, supermarkets and public institutions buying more from northern farmers and fisherfolk
  • Targeted incentives for businesses that set up or expand in the North

Affordable, reliable transportMoving people. Reducing costs. Connecting opportunity.

A targeted bus fare subsidy will make travel more affordable while keeping bus operators in business.

  • Subsidized student fares, with free or highly subsidized travel in designated circumstances
  • Reduced fares for seniors and persons with disabilities
  • A Monthly Worker Transport Pass for eligible low- and middle-income workers
  • A Northern transport programme connecting communities to schools, jobs, healthcare and commercial centres
  • Government compensation to registered bus operators for approved subsidized fares
  • Explore a Grenada Transport Card for students, seniors and eligible workers
  • Subsidies tied to safe, well-maintained buses and dependable routes

Education, equity and innovationEvery child deserves the opportunity to succeed.

  • Quality education from early childhood through tertiary level
  • Mastery-based learning, with less dependence on high-stakes exams
  • Modern schools with broadband, laboratories, technology and digital learning tools
  • Investment in teacher training, professional development and teacher well-being
  • More technical, vocational and entrepreneurial education linked to the needs of the economy

Less red tape

  • Faster approvals so Grenadians can start and grow a business
02 Farmers, fisherfolk and food security

Food that feeds us

Our farmers and fisherfolk can feed this nation.

We will give them fair prices, land to farm, safer seas and markets they can count on, so more of what we eat is grown and caught right here.

A rebuilt MNIB

  • Fair, pre-agreed prices for our farmers, so they know what they will earn before they plant
  • MNIB as a buyer and seller for local produce, connecting farmers to markets
  • Cold storage so less of our harvest goes to waste
  • Agreements for hotels to buy from Grenadian farmers

A Land Bank

  • Idle land opened up for farming

Sustainable living

  • Preserve our mangroves and take a keener interest in marine protection

Stronger fisheriesSafer fisherfolk. Better markets. Sustainable livelihoods.

Fisheries provide jobs, food and nutrition security, foreign exchange and coastal livelihoods. We will build a modern, profitable, safe and sustainable sector.

  • Stronger fisheries cooperatives and co-management among Government, the Fisheries Division, fisherfolk and processors
  • At least one trained fisheries extension officer or assistant in every parish
  • A stronger Fisheries Division Biology Unit with qualified staff, equipment and technology for regional and international reporting
  • Modernized duty-free concessions, including satellite communication, and a Fisherman's ID Card to be explored
  • Practical NIS contribution arrangements and education for self-employed fishers, worked out with fisherfolk organizations

Safety at sea

  • Modern VHF radios with GPS/DSC, AIS tracking and stronger search-and-rescue coordination
  • A 24-hour fisheries communication and monitoring station
  • Slipways, gear lockers, floodlights and security cameras at vulnerable fishing beaches

Better fish markets

  • Fish markets upgraded to HACCP standards, with reliable, energy-efficient ice-making and cold storage
  • Local, regional and international markets, plus value-added products such as canned, salted and smoked fish
  • Fisheries cottage industries that buy surplus fish, cut waste and create jobs

Grow more here. Import less.

  • Public targets for cutting food imports
  • Lower food prices for families as more food is grown and caught at home
03 Care in every community

Healthcare that reaches you

No one should travel for hours to see a nurse, only to find the pharmacy shelf empty.

Healthcare must be accessible, reliable and affordable, wherever you live and whatever you can pay.
